Windows 11 Pro activates with its 25-character product key in Settings > System > Activation. On a PC that runs Windows 11 Home, the same steps upgrade it to Pro first, as described in Upgrade Windows 11 Home to Pro. Keep the PC connected to the internet while it activates.
Activate in Settings
  1. Select Start, then Settings > System > Activation.
  2. Next to Change product key, select Change.
  3. Approve the User Account Control prompt.
  4. Type your 25-character key, select Next, then select Activate.
  5. The status line on the Activation page changes to show that Windows is activated.
Activate from the command line
Open Command Prompt as administrator and run these two commands, with your key in place of the X's. The first installs the key and the second activates it online.
To confirm it, run slmgr /xpr, which shows whether the activation is permanent.
Link the licence to your Microsoft account
Once Windows is activated, link the licence to your Microsoft account. It's what lets you reactivate Windows yourself after a major hardware change. Link your Windows licence to a Microsoft account has the steps.
If activation fails
Note the error code on the Activation page and look it up in Windows activation error codes. If Windows can't reach Microsoft's activation service at all, follow Activate Windows when online activation doesn't work.
