When Office setup keeps failing after a restart and a fresh download, damaged Windows system files can be the cause. Windows has two tools for this. DISM repairs the Windows image that system files are restored from, and System File Checker then checks the system files themselves and replaces damaged ones. Run them in that order.
Run the two tools
1. Open Start, type cmd, right-click Command Prompt and choose Run as administrator.
2. Run DISM and wait for it to finish. It can take several minutes. Keep the PC online, because DISM downloads replacement files through Windows Update.

3. Run System File Checker.
4. Restart the PC and run Office setup again.
